Blair MacDougall

Blair MacDougall, Founder and President of Waterford Energy Services (WESI), has led the company since its inception in 2003. With nearly 30 years of industry expertise, he manages WESI’s day-to-day operations, specializing in both offshore renewable and non-renewable energy projects. MacDougall’s extensive background in global engineering and operational roles within the oil and gas sectors, positioned him as a trusted leader in the planning, oversight, and execution of complex offshore projects, decommissioning, and subsea interventions. His portfolio includes expertise in floating wind, fixed-bottom wind, and infrastructure development for ports. Holding a Bachelor of Science in Mathematics & Computer Science and a Bachelor of Mechanical Engineering, MacDougall drives WESI forward with a strong commitment to innovation and industry excellence.

Office Manager

Marie Andrews

Marie is an administrative professional with over 20 years’ experience. She has worked with Waterford Energy Services Incorporated since 2010 in a variety of roles. Her focus is now accounts payable and accounts receivable. Other responsibilities include invoicing, payroll, monitoring cash flow, and document control.

Marie has a diploma in Accounting and Advanced Computer Applications from Eastern College. Prior to joining Waterford Energy Services Inc. Marie worked as an Office Manager for a documentary film company and a business center.

Corporate Controller

Lyall Collins

Lyall is a Chartered Professional Accountant (CPA) with over 20 years of progressive experience, including 17 years of leadership experience, managing multiple operating companies such as Enterprise Holdings. His experience includes reporting, cash flow management, creating budgets, forecasting, ASPE compliance, management of multi-functional administrative teams, strategic planning as a strong member of the senior leadership team, supporting HR, and pension & benefits administration. Lyall is a hardworking, dedicated financial leader with a proven track record of successfully driving profitability in private enterprises throughout his entire career.

He is a graduate of The University of Manitoba, with a B. Comm (Hons) With Distinction, Double Major in Finance & Accounting.

Operations Coordinator & Senior Project Engineer

Alex Paris

Experienced professional engineer with 23 years’ experience with onshore/offshore operations, with a focus on reservoir evaluation, well intervention, quality assurance and well abandonment. Experienced with regulatory compliance for explosives and radioactive materials. Locations include Western Canada, Offshore Nova Scotia / Newfoundland, Alaska, Trinidad & Tobago, Gulf of Mexico, and China. Alex currently manages staffing, operations and proposals for WESI and also works on hydrogen-related projects.

Kristina Kearney

Kristina has demonstrated experience in staffing and recruiting in our energy sector globally for over 15 years. Kristina has been connecting qualified candidates to major developing projects with proactive personnel planning on behalf of our clients in Marine, Mining and Oil & Gas. Most of her career has been focused in Drilling and Exploration operations. She has a strong passion in being apart of candidates personal and professional growth in a new position. Her expertise was recognized when she won 9th Top Recruiter Award (2020) from TopRecruiter was the only candidate recognized in Eastern Canada. She also placed 11th in North America with TopRecruiter in 2021. She has successfully developed and managed strategic partnerships representing engineering firms to expand their project experience. She also won the Aidan Maloney Award in 2022 for Young Professional of the year with the Northwest Rotary Club.

Project Engineer

Nick House

Professional Engineer and certified project manager with over 10 years of experience in industries including offshore oil and gas, hydroelectric power generation, and mining. This includes specific focuses in well completions, subsea installation, and regulatory driven maintenance compliance for projects in offshore Newfoundland, Canada. Nick will provide project planning expertise, local stakeholder engagement and help develop/fine tune the work plans.

Senior Engineering Lead

Phil Nash

Professional Engineer with 26 years’ experience in energy projects and regulatory compliance, offshore operations, drilling, well completions and production engineering roles. Phil brings his expertise in items related to regulation and stakeholder engagement as well as 3rd party and contractor management. Renewable experience includes port and infrastructure studies to examine existing and potential opportunities to support onshore wind, offshore wind and hydrogen developments through stakeholder engagement and development of area plans. Phil has also performed studies of floating offshore wind structures, mooring and cable arrangements, port requirements, and logistics. He will participate as a senior engineering advisor and data analyst.

Project Engineer

Justin Myers

An Industry professional with 20 years of experience in the Atlantic Canada offshore industry which includes drilling asset & project management with a focus on rig intake, system commissioning, acceptance, testing, managed pressure drilling systems, and regulatory compliance. Background also includes exposure to drilling and well planning/execution. Projects have provided exposure also to software development and, energy transition with a primary focus on offshore floating wind power. Excellent knowledge of equipment inspection, testing and commissioning techniques/requirements. Very good with people and much experience in crew/team atmospheres. Has valuable experience with CNLOPB, Certifying Authorities and Operator acceptance programs and requirements from various platform scopes, MODU re-activation, modification, intake, and Certificate of Fitness (CoF) projects as well as from day-to-day rig & drilling operations management roles.

Senior Engineering Lead

Bruce Doyle

Experienced Senior Professional Engineer with over 25 years’ experience, with exposure to offshore energy projects with a wide variety of environments all over the world. Excellent project management, technical and organizational skills as well as communication ability. Experience with world class E&P and Service companies’ processes, standards and practices. Specific roles such as Lead Engineer with responsibilities of organizing vendors, planning, supervising and executing high profile offshore well construction and engineering projects in the marine environment. Recent experience includes project managing offshore wind component storage / marshaling yard and provision of “Owner’s Engineer” solutions for Offshore US Wind Developer and Offshore Wind Installer in Nova Scotia.

Electrical Engineer

Josh Hudson

Renewables engineering professional with experience in both on and offshore energy sectors, focusing on hydroelectric facilities, offshore wind and green hydrogen. Experienced in project execution and safety in harsh environments. Familiar with power modelling and associated software, as well as controls and logic-based programming. Locations include Eastern and Northern Canada. Josh brings his electrical engineering and offshore renewables expertise and will participate in data collection and analysis.

Extensive background working in power generation. Provides technical support and analysis for electrical equipment and grid decarbonization.

Naval Architectural Engineer

Alex Fost

Recent MUN graduate in Ocean and Naval Architectural Engineering. Experienced with the modelling of offshore floating wind turbine structures. Experience in dynamic analysis for offshore oil and gas operations in Newfoundland as well as reliability/logistics engineering in the Canadian shipbuilding industry.
